Enmeshing in Decay: Heritage Metaphors for Social Mobilization in Xinzhuang

This on-going research focuses on the usage of concepts such as museums, heritage and culture in the work of two collaborating NGOs, Xinzhuang Community College and Wencaizhun Self-Help Association, with architectural decay in Xinzhuang, a district of New Taipei City. Famous for its harbour in Qing Dynasty, Xinzhuang has experienced a progressive abandonment of old settlements, incoming migrations due to industrialization, and land speculations among residents, landowners and building companies. The two NGOs, mostly constituted by Taipei-based social workers and students, envision experiencing ruins, abandoned buildings and other material artefacts or sites usually dismissed by heritage policies, such as factories, in terms of social empowerment and mobilization among Xinzhuang residents.
Through the analysis of interviews and field observations under the light of museum metaphor (Harris 2015) and decay studies (De Silvey 2017; Smith 2018), this presentation highlights how engagement with and affective orientation (Ahmed 2006, 2015) towards Xinzhuang ruins and artefacts stimulate creativity but also contradictions and challenges.
